General Administration of Customs: "frozen durian" and other frozen fruit products, no longer implement quarantine access management

In order to strictly implement the relevant provisions of the "Food Safety Law" and further standardize the evaluation and review of the food safety system of countries or regions exported from abroad to China, the Import and Export Food Safety Bureau of the General Administration of Customs recently released the latest note for "frozen fruit" in the introduction of the "imported Food Catalog" system: frozen fruit products, no longer implement quarantine access management. This marks that frozen fruits from any country in the world can freely enter the Chinese market, bringing more diversified choices of imported fruits to Chinese consumers.

According to the requirements of the official quarantine and access announcement, frozen fruit refers to the fruit products that are frozen for no less than 30 minutes after the inedible peel and core are removed from fresh fruit, and are stored and transported at minus 18℃ or below. Before this, the import of frozen fruits, especially the frozen durian that has attracted much attention in the market, was subject to strict regional quarantine access restrictions, and only goods from specific countries or regions were allowed to enter the Chinese market. With the implementation of the new policy, the "List of plant-derived foods" is now re-checked, and the "frozen durian" project has been removed from the list, which means that frozen durians and other frozen fruits from any region can enter the Chinese market in accordance with relevant regulations.

Industry insiders pointed out that according to the latest regulations, although frozen fruit imports do not need to handle the "entry plant and animal quarantine Permit". But that does not mean lower import barriers. The General Administration of Customs still requires all overseas production enterprises exporting frozen fruit to China to recommend registration to the General Administration of Customs through the competent authorities of the country (region) in which they are located, and can only export after obtaining registration qualifications. At the same time, overseas exporters or agents and domestic recipients need to complete the corresponding filing procedures to ensure the traceability and safety of imported food.

This move by the General Administration of Customs will undoubtedly greatly enrich the frozen fruit varieties in the Chinese market and meet consumers' demand for high-quality and diversified imported fruits. With the full liberalization of the frozen fruit import policy, it is expected that more high-quality frozen fruits from countries and regions will flood into the Chinese market in the future.
